Abs creation, reduction of waste fat and oblique

sir, i hv been doing workout from 1 year my muscles below chest is very loose not getting toned up and tight i do abs and dumble,stick side streching exrcise alternate days with regular workout but there is no improvment in stomach fat and sides. Pls suggest me exrcise to reduce by belly fat and create abs and make my physic completly toned
