Do cardio on adaily basis is must for fat loss

and at what no of days a person should take cheat meal or make that day as a cheat day

For fat loss, you need to cover up all three types of training like cardio, weight training and HIIT cardio post weight training on alternate days.

For diet follow a calorie deficit diet of approx 500 kcal from your daily requirement. You can allow your self to have cheat meals once a week.
