How to build a body having both volume and cuts?

My height is 5'6" and weight is 69kg.i have some belly fat.i work out 6days a week.cardio and weight training both i do..being a bengali my diet comlrises of rice,fish,vegetables,meat..shoud i avoid rice?and how can i get a muscular body that has both volume and cuts?what supplements should i take along with whole food and how should be my work out routine?if u sir please answer all my queries i'll be highly obliged..thank you...
