How to make muscle gains?

I'm 23 years old male with weight 71 kg and height 5 ft 10 in. I am doing gym from last 3 years. I have some belly fat around my stomach. But don't have enough muscles on my biceps! I want to know whether I should go for fat loss program or muscle gain? If muscle gain, then which method is superior... heavy weight low reps or light weight high reps? Thanks in advance...

Your weight is already in low range as per your height. Start with weight training with heavy weight and low reps if you want to build muscle mass.Choose weight as per your strength.
For shredding your belly fat you can do abs workout .
