Is it possible to do a lean bulk on an indian diet?

I am a college student and therefore I find it difficult to maintain a healthy diet as I don't have a lot of choices when it comes to my meals. I have been going to the Gym for about 1 month and 20 days. My diet consists of a a few slices of bread with peanut butter in the morning, 10 egg whites and 2 yolks before noon, two bowls of white rice (brown rice not available) with 2 bowls of a random dal after noon, 10 egg whites after Gym (evening), 5 rotis, 2 bowls of dal and 1 bowl of some aloo sabzi. Apart from this I also take 3 supplements: whey, casein and creatine. My whey protein contains about 5g of glutamic acid. I take 3-4 scoops of whey per day: morning (with 2g creatine), noon, after Gym (with 5g creatine) and at night. I also take 1 scoop of casein before bed. My daily protein intake is around 200-250g. Water consumption is at least 3.5 litres. I have recorded an increase of 3kgs in my weight. But I hope it's only lean muscle and not fat. How do I ensure that I burn fat but also grow muscle (most people say you cannot bulk and cut at the same time)? Please give your opinions and advices on my diet program.

First you are having a great diet but one thing i want to suggest that just intake around 5 ltr of water in a whole day and take just 2 scoop of whey and a single scoop of casein before bed with water or skimmed milk.
