My lower chest like small boobs so i want to reduce it and arm can't grow up

I am workout sence from january 2016 to till now but cannot able to see large volume muscle in my body part's like shoulder,arm,legs. So please help to how i build those things. My lower chest like small boobs, Iwant to reduce this from which type of excercise.
