Sir, i am at 18% body fat. i want to get lean and muscular. should i focus more on cardio or bulking?

I am stuck at the age old question. Should I focus on gaining muscle (which will also lead to fat gain) or focus on cardio more along with weight training (more cardio will lead to muscle loss)? I am really confused and would appreciate some guidance.
